Staff recommended denial. Planning Commission voted to approve on condition of dark sky lighting and that it pertains to the portion shown on the provided plat (6.94 acres) by a vote of 7-1.

CONSENT AGENDA

 
1.

Consider request from Finance to ratify an application for a $50,000 grant through the Appalachian Regional Commission. This grant will be used to cover the cost of 25 employees to attend a Women's Leadership Program. This program will include 8 trainings designed to empower female employees by addressing the unique challenges they face in leadership roles. This grant does not require a match. However, it is estimated that our cost will exceed the grant amount by $3,135.

 
2.

Consider request from District Attorney's Office to accept a $33,750 Georgia Gang Activity Prosecution Grant from GEMA/HS. This grant will be used to continue a software subscription to Formulytics for 3 years and to purchase 5 laptops. This grant is 100% reimbursement based and will not require a local match.

 
3.

Consider request from Purchasing to award a bid to Psychological Dimensions, LLC, dba Stone, McElroy & Associates for Psychological Services for Floyd County Human Resources. This will be charged to the account on an as needed basis and is included in the FY 2025 budget.

 
4.

Consider request to approve a contract renewal for CSRA Probation Services for Superior Court. Cost for the services is paid by the probationer.

 
5.

Consider request from Police Department to approve the purchase of VAPEN Systems QVRT Gun Safes. The Police Department is requesting to use Redspeed funds in order to cover this purchase.  This will require an increase of $33,105 to the Redspeed expense account, 100454 - 58808.

 
6.

Consider request from Human Resources to ratify approval of enrollment Packet and Post Traumatic Stress Disorder Program Packet. This was approved by the Administrative Services Committee. The cost is $58,200. However, there is no cost increase to 2024. This is effective beginning 1/1/25 and is incorporated into the FY 2025 budget that is scheduled to be adopted at the 12/11/24 meeting.

 
7.

Consider request from Parks and Recreation to renew the contract for the skating rink at Ridge Ferry Park. This requires no change to the budget.

 
8.

Consider request from Parks and Recreation to approve the renewal of the marketing contract with Coca-Cola.

 
9.

Consider request from Shannon Community for naming of the Billiards Room at the Shannon Scout Hut in honor of Jack Dickey.

 
10.

Consider request from Prison to renew inmate detail contracts with the following organizations:

Consider request to approve Intergovernmental Agreement & Public Safety Radio System License and Cost Sharing Agreement.

Consider request from Airport to approve an agreement with the USDA Wildlife Services for wildlife management not to exceed $7,499.95 using GL Account # 505650 - 52215, no budget increase is required.

 
13.

Consider request from the County Clerk's Office to approve a change of ownership for beer and wine and self serve fuel license for 5680 Management, Inc dba Evan's Truck Stop located at 5680 Alabama Highway.

 
14.

Consider request to approve the renewal of Windstream 3-year contract for landline telephone services. There is no change to the budget.

 
15.

Consider a request from Human Resources to approve the 2025 Workers’ Compensation Renewal and Dividend Distribution with ACCG programs. The coverage period is 01/01/2025 - 01/01/2026.

 
16.

Consider request from Purchasing to approve a contract with Southern Engineering & Surveying, Inc. for design services for the Chulio Road Project. This bid was awarded at the November 12, 2024 meeting.

1.

Consider request from Purchasing to approve the purchase and installation of nine (9) fixed generators and the purchase of four (4) portable generators from IHC Construction Companies, LLC for the Water Department in the amount of $2,399,000. This vendor supplied a responsive and responsible bid with the lowest pricing submitted. The County's total matching funds of $927,565 will come from Water R&E funds.

2.

Consider request from Purchasing to approve the Hazard Mitigation Grant Program (HMGP) which will be used to update the Floyd County Multi-Jurisdictional Hazard Mitigation Plan to meet the Federal Requirement of the Disaster Mitigation Act of 2000.

 

Lux Mitigation and Planning Corp. has submitted a proposal to update Floyd County’s Hazard Mitigation Plan. The total approved cost is $24,445 with a federal share of $22,000, a state share of $975, a local share of $1,470 and federally funded Subrecipient Management costs of $1,535.  As per Lux Mitigation and Planning Corp.'s proposal, they would not charge Floyd County the local share so there would be no cost to the County. Their proposal is for $21,999.60.  

 
3.

Consider request from Purchasing to approve Chapman Workspace for the furniture package for the Glenwood FCPD project in the amount of $103,450 using 2017 SPLOST funds from GL Account # 319639-66123-60016. This proposal is using Georgia State Contract #99999-001-SPD000198-0019.  This saves time by utilizing state contract pricing and will help us meet our estimated move in date of February – March of 2025.

Consider request from Purchasing to approve Advanced Sports Group using Omnia Contract #R220504 for the turf replacement at AdventHealth Stadium using funds from 2017 SPLOST GL Account # 319639 - 66130 - 60066.

 
5.

Consider request from Purchasing to approve Multi-Craft Construction Services, LLC for labeling and documenting the pieces of the batting cage at AdventHealth Stadium in the amount of $5,800 using 2017 SPLOST Agriculture Center GL account # 319639 - 66120 - 60000.

 
6.

Consider request from Purchasing to approve a change order from Metro Waterproofing for the 6th Avenue Parking Deck in the amount of $7,700.00 using 2017 SPLOST funds from GL Account #319639 - 66124 - 60024.

 
7.

Consider request from Purchasing to approve Change Order #17005 & #17006 from Harbor Services Inc., for the renovation project at AdventHealth Stadium for a total amount of $34,555.00 using 2017 SPLOST funds from GL Account # 319639 - 66130 - 60066.

 
8.

Consider request to approve Vintage Rome, LLC TAD application. This was recommended by the Redevelopment Agency 4-1.
